The loss of the state 60% share – the rest of the story !!
Attached is a summary of the Conference Committee action in 1976 that stripped the LWCF from a 60% share of the proceeds, to no guarantee. It should be noted that there was no criticism of the state and local use of the fund, but internal discussions seemed to drive the change so that federal land acquisitions would eventually obtain a larger share of the fund. Neither the House, nor the Senate had recommended this change, it was done in a Conference Committee.. fyi.
