NASORLO Purpose and Recent Accomplishments – 2016
Summary of NASORLO History, Purpose, the Benefits of Membership
NASORLO was created by state officials at the request of the Department of Interior in 1967 to have an organization of Liaisons and administrators of the state grants portion of the LWCF, which would represent all the states and territories and work the federal agency on LWCF advocacy and to improve the administration of the program.
Without NASORLO when a state had a LWCF related issue, they would have to deal directly with DOI and may have the same issue in common with other states/territories. NASORLO’s role is to be that link between the federal program and the collective position of the states on a variety of issues related to LWCF administration.
Recent examples of this advocacy and liaison are; a NASORLO Committee on LWCF modernization is currently working with NPS and Congress on ways to improve the efficiency of the program and it’s demands on the state. Recently we have met with members of Congress and it’s Leadership, while working with the National Governors Association’s Natural Resources Committee, to provide information and be advocates for receiving a fair and equitable share of the distribution of the LWCF to the states and territories, as is the original intent of the program.
Attached to this post is a draft of a letter that was sent to the states with their 2016 Dues notice, listing the accomplishments of NASORLO and agenda for the upcoming year. Please note that since NASORLO began to work on the reauthorization of this 50 year old program in 2009, the program and the states have benefitted.
Please note the state grants portion of the LWCF has grown from $ 19,000,000 in FY 2009, to $ 94,839,000 in FY 2016, a 500 % increase in the past 8 years !! Also attached to this post is a letter to NPS outlining the list of state issues we have identified ( through a state survey and additional issues identified at our annual meetings ) as needing attention to improve the efficiency, effectiveness and modernize the LWCF.
NASORLO is approaching it’s 50 year anniversary and we are proud of the accomplishments of our organization as advocates for, and state administrators of, the State Assistance Program of the Land and Water Conservation Fund.
